You'll see a number after your sign: Virgo 19.12° means 19.12 degrees into the constellation Virgo. Some constellations are wider than 30 degrees, so the number can go past 30.
"On the line between" two signs means your Sun or Moon was crossing that border when you were born. That's a fact, not a guess.
